configure them independently with a different number of seats and a different option set for each room.

The licensing is based on concurrent seats. A concurrent seat is a reusable seat available globally for your account.
As an example - if you have an account with 20 concurrent seats you can accommodate up to
20 people in different rooms at one and the same moment.
These people can be different people each time and the rooms can be different
